Developing an Integrated Climate and Air Quality Management (IC AQMP) “Action Plan”

The main objective of this assignment was to develop an Integrated and Comprehensive Air Quality Management Plan (IC-AQMP) for the Greater Cairo Region, supported by the necessary economic studies and targeted investment requirements. The assignment also aimed to establish an institutional response mechanism across the Egyptian Government to more effectively address air quality and climate-related challenges and emergencies. This was carried out in close collaboration with the Egyptian Environmental Affairs Agency (EEAA) and key project stakeholders through a well-structured knowledge transfer and implementation plan, ensuring local capacity building and the establishment of an operational framework.

The scope of work includes

  • Development of an Integrated Climate and Air Quality Management Plan (IC-AQMP)
  • Estimating the financial costs of pollution abatement by sector and microeconomic impacts
  • Macroeconomic analysis, and cost-effectiveness analysis of the IC-AQMP (Action Plan)
  • Develop an institutional response mechanism across the Egyptian Government to address air quality and climate-related emergencies that are anticipated to increase in frequency or intensity. 
  • Draft plans to be prepared, discussed with the stakeholders before the Final Plan is issued
  • Policy and planning TA and advisory services
  • Capacity Building, and knowledge transfer.
